Secure Market Access in Japan with a Domestic Administrator
If you are an overseas seller without a physical office in Japan, the Ministry of Economy, Trade and Industry (METI) now requires you to appoint a Domestic Administrator (国内管理人) based in Japan in order to sell regulated goods.
The Domestic Administrator acts as a legal representative and bridge between you and the local authorities, ensuring that your products meet all necessary safety standards before are imported into Japan and reach your customers. As of 25 December 2025, it is not possible to import and sell regulated goods in Japan without appointing a Domestic Administrator.
Consumer Product Safety Act
The Consumer Product Safety Act regulates general consumer goods that may pose potential risks to users. Under this legislation, specific products designated as ‘special specified products’ such as baby beds, laser pointers, and motorcycle helmets must have the correct PSC mark in order to be marketed and sold.
14 product categories are regulated under this Act.
Electrical Appliances and Materials Safety Act
The Electrical Appliances and Materials Safety Act regulates electrical goods and appliances such as home appliances, chargers, power adapters and much more. These items must have the correct PSE mark in order to be marketed and sold.
457 product categories are regulated under this Act.
Other product safety measures
Other product safety laws also apply to sales of products involving gas or petroleum, and require additional compliance measures.
