Navigating the EU’s VAT in the Digital Age (VIDA) Proposals
Have you heard about the EU’s VAT in the Digital Age (VIDA) proposals?
The EU is one of the biggest markets for cross-border businesses, so it’s important to stay on top of the latest developments in the EU to make sure you’re compliant. These regulations are constantly changing – one of the biggest changes that we will see over the next few years is the implementation of VIDA proposals.
What is VAT in the Digital Age (VIDA)?
VIDA is set of proposals originally announced by the EU Commission in December 2022 to improve how VAT policies are implemented across the EU, and to combat fraud. Three major changes were proposed:
- A single VAT registration scheme for EU businesses
- New e-invoicing and reporting requirements
- Additional marketplace facilitation rules
- Single registration scheme for EU businesses
In order to further improve cross-border trade within the EU, the EU is set to expand the existing One-Stop-Shop (OSS) scheme.
The aim is that after all proposals are fully implemented, businesses that are based in the EU will only require one VAT registration.
- New invoicing and reporting requirements
The EU Commission has proposed that cross-border (intra-community) B2B transactions should submit transaction details and e-invoices to a centralised database.
This is intended to eventually replace existing ECL (EC Sales List) filing arrangements, which are currently handled by individual Member States
- Additional marketplace facilitation rules
The concept of marketplace facilitation – where third-party sales platforms collect VAT on behalf of sellers for eligible transactions – will be expanded to cover platforms providing transport and accommodation services, in order to promote a ‘level playing field’ for platforms across different industries.
