EU Responsible Person
EU Responsible Person – A Responsible Person is an appointed legal representative that acts on behalf of a business within a specific region (EU) in relation to any product safety compliance requirements.
This responsibility includes being a point-of-contact for customers, and also communicating with the appropriate regulatory bodies on behalf of the business. An EU Responsible Person (EURP) must be located within the EU.
General Product Safety Regulation (GPSR)
If you’re trading in the EU, you’ll need to be aware of the General Product Safety Regulation (GPSR).
From the 13th of December 2024, the GPSR will enforce a requirement for all businesses selling non-food products to appoint an EURP to represent their business. This is regardless of whether you are selling CE-certified products.
The changes made by the GPSR mean that online marketplaces such as Amazon will also need to check whether you have appointed an EURP. If you haven’t appointed one by the enforcement date, you may find your product listings or your online store suspended.
Amazon previously offered the Amazon Responsible Person (ARP) Service for sellers, but this ended in March 2024.
Sellers must now appoint a new Responsible Person, especially for CE-marked products, as soon as possible.

An EU Responsible Person (EURP) serves as a point of contact for EU customers in case they need to get in touch with someone about any product safety concerns. Businesses based outside the EU may need to appoint one. The EU Responsible Person must be based in the EU.
Online marketplaces such as Amazon are required to check that you have appointed an EU Responsible Person (EURP).
The enforcement date is currently set as the 13th December 2024 for non CE-marked products – any sellers that have not appointed an EURP by this date will have their product listings suspended.
No, you will still need to appoint an EURP for selling within the EU. The EURP scheme also remains effective for trading in Northern Ireland under the current post-Brexit trading arrangements.
After appointing a Responsible Person, you must:
- Ensure your products are labelled with the details of your EURP
- Include the batch/serial/type number(s) on your product(s), along with appropriate safety warnings
- Show the contact details of your EURP on your product listings
- Provide an appropriate product image and safety warnings on your product listings
Sellers who relied on Amazon’s ARP Service needed to appoint a new Responsible Person. This is especially urgent for sellers of CE-marked products.
The existing GPSD already requires CE-marked products to have a Responsible Person. The enforcement of the GPSR does not change this requirement.
To summarise under the GPSR, most non-EU businesses selling goods to EU customers will need to appoint one.
