Amazon Expands Pan-EU Programme: Netherlands Becomes Mandatory – Are You Ready for the June 2025 Deadline?

Amazon has announced a significant policy change that will impact all sellers utilising its Pan-European Fulfilment Network (Pan-EU).

From 25 June 2025, the Netherlands will become a mandatory fulfilment country within the Pan-EU programme.  

This means that the Netherlands will join the four existing compulsory European marketplaces which previously consisted of Germany, France, Italy, Spain.

The changes mean that any sellers currently enrolled in the Pan-EU programme in order to benefit from local delivery fee advantages will now be required to activate their product listings on Amazon.nl in addition to the four existing marketplaces.  Sellers who do not list their products in all five marketplaces will no longer be eligible for the programme. 

This applies to both existing sellers on the Pan-EU programme, and new sellers who wish to enrol onto the Pan-EU programme after the introductory date on 25 June. 

What Is the Amazon Pan-EU Programme?

The Pan-European Fulfilment Network (Pan-EU) is a logistics solution designed by Amazon for professional sellers targeting multiple European markets.

It allows sellers to send inventory to one Amazon warehouse, and Amazon will automatically redistribute stock across its network of fulfilment centres throughout the EU based on customer demand.

The key benefits of this approach include:

  • Automated multi-country distribution within eligible EU marketplaces
  • Reduced shipping time
  • Automatic inventory management

Under the Pan-EU programme, Amazon handles:

  • Customer orders
  • Pick-up and packing
  • Local delivery
  • Customer service
  • Returns handling

Sellers only pay for local delivery fees, avoiding the EFN (European Fulfilment Network)’s per-unit cross-border charges.

Key Changes from 25 June

Starting 25 June 2025, Amazon will require that all Pan-EU sellers include the Dutch marketplace in their active listings to remain eligible for Pan-EU local delivery rates.

This is applicable to:

  • All new ASINs intended for Pan-EU
  • All existing Pan-EU ASINs added before the effective date

Any ASINs that are not consistent across all five key marketplaces – Germany, France, Italy, Spain, and the Netherlands – will lose access to Pan-EU shipping fee discounts.

This means that new ASINs (from 25 June 2025 onwards) must be simultaneously listed in all five Pan-EU marketplaces, including the Netherlands.

Any existing ASINs (added before 25 June 2025) must be updated to include the Netherlands, in order to retain local delivery fee privileges under the Pan-EU programme. 

Amazon will issue reminders at least 30 days in advance of the deadline. 

Ensuring Compliance on Amazon

VAT Regulations

A Dutch VAT registration is currently not mandatory for participation in the Pan-EU programme as Amazon does not currently operate any warehouses in the Netherlands. 

Orders on Amazon.nl are currently fulfilled from Amazon FBA warehouses in nearby countries (e.g. Germany, France).  

You may nonetheless want to consider registering for Dutch VAT if you want to use private warehousing solutions in the country. 

Extended Producer Responsibility (EPR)

Product listings containing products and/or materials regulated under Dutch EPR regulations must have a valid EPR registration number.

The current list of EPR categories under Dutch regulations include:

  • Packaging (both Primary and Secondary)
  • Batteries
  • Waste Electrical and Electronic Equipment (WEEE)

Non-compliance may result in:

  • Individual product listings being removed
  • Unenrolment from the Pan-EU programme
  • Suspension of your Amazon seller account (for repeated compliance violations)

For products subject to Dutch EPR for Batteries, the deadline to upload a valid EPR registration number is 18 August 2025. For other EPR categories such as Packaging and WEEE, sellers must still ensure compliance, but a specific Amazon-enforced deadline has not yet been announced.

We strongly recommend that sellers should apply for the necessary EPR registration(s) as soon as possible, as this process can take time.  If you are unable to provide a valid EPR registration number before the enforcement date, Amazon will automatically remove any affected product listings.
